# SEO Agency Publishes Six-Step Content Roadmap Built Around AI Overview Citations

*Voltage president Corey Morris has outlined a six-step SEO content roadmap designed for the AI search era, arguing that traditional keyword-volume-first strategies are insufficient when Google AI Overviews suppress organic clicks by roughly 58 percent on top-ranked pages.*

Corey Morris, president and CEO of the digital agency Voltage, published a step-by-step SEO content roadmap on October 2, 2026, in *Search Engine Journal*, arguing that conventional approaches to keyword research fail to account for the growing dominance of AI-generated search features such as Google's AI Overviews.

Morris frames the challenge around what he calls the "good, fast, cheap" project management triangle, contending that AI tools enable faster and cheaper content production but risk sacrificing quality without a structured process. "I don't think any of us want to intentionally create anything that isn't 'good' and doesn't positively impact the ultimate goals," he writes.

## AI Overviews Cut Clicks to Top-Ranked Pages

A central data point underpinning the roadmap is a finding from Ahrefs that Morris cites directly: the top-ranking page loses roughly 58 percent of its clicks when an AI Overview is present in search results. Morris argues this makes it essential to evaluate not just whether a page can rank, but what that ranking is actually worth in terms of traffic. "The same position today can deliver a fraction of the clicks it used to," he writes.

In a logistics industry example used throughout the article, Morris notes that AI Overviews appeared on nearly every B2B term his team examined, including "3pl companies," "3pl fulfillment," and "third-party logistics companies," materially affecting the content plan.

## Six Steps: From Business Objective to AI-Optimized Brief

The roadmap Morris describes begins with business objectives rather than keyword data. He argues that "visibility in a SERP or traffic itself is likely not a deep enough goal" and that every keyword must map to a measurable outcome such as lead generation or e-commerce revenue.

Step two involves building a keyword universe using competitive gap analysis in Ahrefs, comparing a client domain against two to four search competitors — which Morris distinguishes from commercial competitors. Step three instructs practitioners to read the actual SERP for each shortlisted term, filtering specifically for keywords that trigger AI Overviews. Step four groups keywords into topic clusters mapped to specific pages on a site, with Morris cautioning that tool-generated clusters do not always align with genuine buyer intent and require human editorial judgment.

Step five calls for prioritizing clusters by combining four factors: keyword difficulty, traffic potential, searcher intent, and AI Overview prevalence. Morris argues that "a high-volume, low-KD term can still lose to a lower-volume term that sits closer to a lead conversion." In his logistics example, the team deprioritized the broad head term "3pl" — carrying a keyword difficulty of 47 and 29,000 monthly searches — in favor of "3pl fulfillment" (KD 11, 2,600 monthly searches) and "3pl companies" (KD 18, 5,000 monthly searches), which he describes as carrying "much more defined B2B intent."

The final step converts each prioritized cluster into a content brief written to be citable by AI systems. Morris advises leading each section with "a direct two- to three-sentence answer to the question, then support it," and incorporating "real expertise, concrete detail, named entities, data" that he contends purely AI-generated pages cannot replicate.

## Measurement and Rollout Advice

Morris recommends that practitioners establish a click and SERP feature baseline before AI features shift further and test the framework on a single content cluster before attempting to change an entire content operation. He warns that without a business outcome mapped to visibility, "generating visibility without a business outcome or ROI component mapped to it is a newer way to waste time and actual dollars spent on SEO and AI optimization efforts."

Morris notes the process focuses specifically on Google AI Overviews as "the biggest intersection today with SEO in Google" but says the same discipline extends to LLM visibility in tools such as ChatGPT and Perplexity, which he describes as the subject of a planned future article.
